Absolutely. This "shoestring" idea really is a huge lump of kronk. Just another example of pundits and journalists parrotting the old cliches rather than thinking for themselves or (gasp) doing some research.

Then again, Ipswich spent more than us on transfers this season I believe, so most teams look rich in comparison
