Samba has too many faults to be a solid premier league centre back IMO.

1 - For his height he is @#/? at heading

2 - Too rash in the tackle

3 - Clumsy in possession

i remember being at huddersfield vs blackburn in a friendly at the start of last season and he made one of the worst mistakes i have ever seen. tried to trick his way out of the box.
