The problem I found with online chess is half the time you're playing some 10 year old that is so set on winning, he's plugging your moves into an offline game vs a computer with 30 move look ahead.

As for the cheating....its a problem but it doesnt seem to happen often. If it does you need to report them to the mods and they can look through their games and sort it out. You can usually tell if someone is cheating against you.
