Is Vukcevic actually any good? I'm getting contrasting reports.

If it counts for anything, he has been a quality player in Football manager for a few years.

If I remembered correctly, his technique was fantastic. Nearly top score in long shots, set pieces, crossing, strength, finishing, first touch, technique, passing, creativity. His speed was only average though.
