Iv heard 'unconfirmed rumours' that a hall of fame is being looked at currently, around the outside of ewood, with large banners on the outside of club legends like they have at the Yankee stadium. The idea would be to start with a good few around the ground & then add a few each year, with the fans deciding which ones get added via a vote or something.

It already has a head start with three of the best stands in the country - no concrete blocks in our concourses! Now, let's have a good clean up around the stadium, let's have the best kept stadium as well!

Totally agree, its looking a bit of a toilet outside the ground, not inviting at all, and right now the owners cant afford to give off an impression that they dont care.
