The part that doesn't make sense for me is why, if the coach breaks down and a 999 call was made to report it, were the passengers still on board twelve minutes later.

I would imagine that the driver being arrested is a formality while the crash is investigated and that the wagon driver would have been also if he hadn't died. But yes, untimely medical incident or mechanical issue aside he should have been driving slowly enough to stop.
