This link in the first paragraph leads to the Report. Of particular interest is on Page 11 entitled "Supporter Engagement, Consultation and Ownership". As part of a new FA Club Licence, every club will be required to set up a system of supporter engagement including specifically designated staff, to consult with fans. Supporter groups will have an avenue of complaint to the FA through the Independent Football Ombudsman if the Clubs do not comply with the policies. What I'm disappointed in (so far): It doesn't go into the detail of what level of financial scrutiny the FA will have as part of the conditions of an FA Club Licence, and whether clubs will be required to open the books for random audit, for instance. Or what the sanctions may be. The FA palms off compliance and regulation of the Club Licence to the individual leagues as well, in our case the PL, which is a bit of a cop out. Hopefully, the leagues will have to comply with uniform policies on how to impose the financial management and fit and proper criteria for an FA Club licence. Seems like a reasonable start.
