will the scanky bint get 1100 before her rent / council tax etc comes out or does the dollop get it after?

What exactly entitles someone to council tax relief?

Honestly I do wonder where the money for these people comes from. It takes me three months to pay the same amount in tax as this CREATURE earns in a month...
