Only partly. Lancashire County would amalgamate a support of a number of clubs and not necessarily steal supporters from others. Don't forget I've witnessed the negative effect years in the doldrums, and the futility and hopelessness of the situation affects our support base. You are obviously still at the beginning of a rather unpleasant learning curve.
