On desktop you just hover over the username, and you'll see the ignore feature as an option in the new box that pops up.

Have to admit I'm not sure how to do it on mobile though.

Update, one way to do it on mobile is to open the top right hand menu, tap 'account', select the 'Ignored Users' option and enter their username into the provided field.
