It isn't. A penalty is a free shot at goal with the ball not moving and no defenders to beat. On the miss just outside the six yard, the ball was moving at pace and a defender slid across the easiest part of the potential shot. Adjustment was needed. It was still poor but fucking up a penalty is much worse.
