If it helps I've done tons of clicking around and can't see any option to delete threads in that section so if it's a permissions thing it doesn't seem to be affecting everyone.

It's not a VIP club. Just people need to request access, so then they're fully aware of what they've signed up to and can't moan if someone insults them. 

You've probably just slipped through the cracks, I'm sure someone up top will find your email and get you activated soon.
