Incredibly difficult to be excited by any hire who will work directly under Waggot. Either they'll tow the line and compound our problems or strive to improve the club and be forced out.

I’m not entirely clear what a technical director does. What is this guys role? Is this replacing Silvestre or Broughton!

in charge of all things technical,i.e fixing the changing room showers,sorting out the canteen telly and checking all the outdoor lights at brockhall

Cheers for the link, but I’m certainly non the wiser after reading it as to how a TD is any different than a DoF - from Ashworth’s own examples both TDs and DoFs look at academy set up, both oversee transfers, both only suggest (but don’t force) players on managers.

2) Who decides if we make an offer?

3) Who decides the maximum offer we’re willing to make? 

4) Who completes the paperwork and submits it?

This is pure guess. 

We have split the GB role into 2 with head of transfers focusing transfers and scouting whilst this Adam Owen oversees the Academy, Medical, Athletic Performance and Analysis Departments

I take it you are far from impress with these different appointments?

The head of recruitment is self-explanatory. apparently that is Sean Kimberley.

So what is John Park coming in to do?

A TD also oversees transfers and the academy, as well as that, according to Dan Ashworth… obviously here this will be split between a half dozen folk - divide and conquer and all that for the Swag/Pasha axis.

Then why have a head of recruitment? 
 

I presume the thinking on splitting the DoF role into two was to make the recruitment and player development/coaching more specialist roles.

I think Park is more on the recruitment side of things rather than coaching. Maybe Park is coming in to be overseas head of recruitment? I think he was doing that role for one of his previous clubs.

I presume the thinking is purely to ensure Swag/Suhail consolidate their power, much easier with all manner of ‘Heads Of’ appointed with discrete roles over one high profile DoF with a large portfolio.

I’ve absolutely no idea, there’s been so much change I can’t begin to understand it. You’d hope that there would be some clear communication via the website once the structure has been complete, but I don’t hold much hope.

Quite possibly. I think the discontent expressed by JDT and then GB has made them (Pasha and Waggott) make sure they aren’t publicly called out again.
