I think that applies to the guaranteed minimum away tickets which must be made available which is the lower figure of 10% capacity or 2000 tickets. If, on top of that allocation, Leeds want to say "we will give you an extra 1000 but you must take them all" that will be outside of the EFL rules. A mate of mine used to work at Stanley and, during their rise through the lower (non) leagues, we watched them away a few times. Their away support, then, was quite good with absolutely loads of flags and banners. Much better on a pro rate basis than their home support.
