A stakeholder's 'stake' need not be a financial one. As an example, the local Ewood community are stakeholders in BRFC. If the club don't pick litter up, again for example, then they are impacted by the club.

Whoever is instigating it is irrelevant. As soon as the English and German clubs realise that they can earn oodles more money than they get from Sky et al through a Euro Super League and subsequent global TV rights, they'll be off like a shot. Money talks, as in any walk of life.
