The way I see it there are two possibilities. Option 1, Gregg fucked up. Option 2, Gregg didn't fuck up and did his best to get the deal done but was unable to do so due to factors outside his control. Either way surely his position is untenable. If he isn't given the power to do his job properly then what's the point in him having the job.

I remember Fabio Nunes looked like he might have something about him from the little we saw.
