And if it's true that the player was unwilling to agree terms on the permanent contract, then the whole deal should have just been off - there couldn't even have been a submission. Either way, looks like we missed the boat. I can completely believe it being an administrative screw up somewhere.   

I have to agree, it all seems very odd. Whilst I can see O’Brien being happy to come and play competitive championship football, I just don’t see any circumstances under which he would have agreed to a permanent arrangement as he is probably only six months into a 3 / 4 year contract at Forest. He has the luxury of seeing the season out and then taking decisions then, on a no risk / just upside  basis

Surely the person responsible for this shit show is the chief executive, aka S. Waggot. Is it not his job to make sure that the admin side of the club is armed with the full details of how things are run? Also, have we not got what used to be called The Secretary”, whose job it is to sort out transfer paperwork?

All parties surely have access to well paid legal advice on these things.

Forest wouldn't care about any future contract between Rovers and O'Brien should he have become a permanent Rovers' player on promotion to PL - their only concern would have been the £10million fee and that being covered in the loan/transfer agreement.

Should Rovers have known about it - yes, should O'Brien have known about it, possibly not as that's what his representatives/advisors are paid to do.

Think it's important to recognise/understand the distinction between where a club has an OPTION to buy following a loan period and where a club is CONTRACTUALLY BOUND to buy following a loan period.

If you think about what O'Brien would earn as a PL player with Rovers, you are probably looking at a a financial commitment for Rovers approaching £20million (fee and wages) - Broughton and Waggott needed some smart legals involved.

Rovers haven't negotiated a PL transfer for 11 years. Do you trust anyone (Waggott or Broughton) at our place to negotiate something as complex and expensive like that in a few hours.

You can't have this type of loan without the permanent transfered wage being agreed ahead of time. Otherwise what if Rovers just played the "I know we promised £10m, but we've tried, but Lewis just won't accept £10kpw, soz!" in the summer.

That'll have been the hold up, absolutely. Amateur hour.

I did mention it a few hours ago, nobody seemed to take me on. But there's a lot of posts in here lol, we can't read them all. Not whilst staying sane. But yeh I also think this could be the holdup. The club to club paperwork should have been in well before the deadline given when we heard the medical was, but the player's contract (presumably sent seperately) may have been finalised later as Rovers and the player's camp played brinkmanship with each other knowing the looming deadline would eventually force one side to blink. Just speculation until the club actually bothers to tell us something of course.

The deal won’t have fallen apart due to not understanding the need for a permanent contract. It will simply be down to how long it took to draw up and submit. The fact that we ended up submitting it but it’s taking nearly a full day for the EFL to consider clearly suggests that it’s coming down to seconds either side of the deadline.

I'm supremely confident, in all seriousness, that I and numerous other posters on this board could do a better job as CEO than Waggott. At least in terms of strategic decisions etc (obviously we'd need a bit of catching up on how specifics at the club work, SOPs if they even have any, compliance requirements and so on). Although not sure I'd last long before being fired for giving the V's to the V's!

Whichever way this goes it reeks of incompetence. Surely somebody should have known (or at the very least checked) prior to the loan and potential fee being agreed. It kind of sums up the last twelve years to me after the lunatics took over the asylum. It looks on the face of it that Broughton's halo has slipped here although we probably will never find out who was responsible. As DoF he owes it to us to tell the truth.

And in the whole sad process what about Lewis O'Brien? He was probably looking forward to playing some Championship football for half a season to get his career back on track but now could be festering back in Nottingham.

It's poor and completely unacceptable.

I'd do it for as little as 50k in the first year tbh if pushed, rising signficantly if they're happy with me (well, I would if we had owners capable of assessing that...). It's a lot more than I'm bringing in now...

I've said for ages that I personally know several posters on this board who would do a far better job than Swag and for less money. And their main credential is simple - they actually give a fuck.
