The son of James Carter, a carder from Woodplumpton, he was born and raised in the Marsh Lane area of Preston where he commenced playing with the local Sunday school team and begged Preston North End for a trial. They refused and a Mr Lucas fixed him up with a contract in the south with Sheppey. In a season he was so successful that Millwall signed him and he gained a reputation as a steady, reliable man who brought confidence to a defence. These were the qualities the Rovers sought and with Carter anxious to come home a transfer was easily arranged. Initially prevented from playing by a broken thumb, he proved to be a huge asset to the club, at a time when they needed it badly but left after two seasons following a game of bluff that rebounded on the Rovers. Carter sought more money and refused to re-sign but the Rovers did not think he would leave having so recently returned north. To their surprise he suddenly signed for New Brompton and the reserves had to start a search for a new man. He later returned to live in Tuson Street, Preston, serving as a police officer. He retired in July 1926 after serving 26 years with Preston Borough Police. He attended St Walburge’s Church and named his youngest child after the saint. He died in Sharoe Green Hospital at the age of 77.
