By the time he arrived on a free transfer Fowler was attempting to rescue a career that began brightly at youth level and once made him the subject of a £100,000 enquiry from Manchester City. Extravagantly coiffeured he brought effort and enthusiasm to midfield but the Rovers were quick to recognise that his mobility and vision were suspect. Converted to full back he never shirked a challenge or gave in but in the general shake up at Ewood he found himself surplus to requirements. He enjoyed the best days of his career at Stockport but became disillusioned and gave up the game to become a police officer.
